SECTION 1 - GENERAL
Section 1.1 Governing Bodies
Ball Hockey International Inc. (BHi) governs all league play and events.
Hockey Canada/Canadian Ball Hockey rules apply with BHi modifications.
BHi Management has final authority in all disputes and rulings.
Section 1.2 Player Registrations
Youth: Full payment required before the season. Teams are assigned for balance to the best of BHI’s ability. Please allow up to (3 games minimum) for any roster changes.
- Team entries will not be accepted for Youth Divisions (ages 3-5, 6-8, 9-11, 12-14 and 15-17)
- All players will be assigned to teams after final registration numbers have been determined
- Siblings will be given priority to be on the same team (where age groupings allow)
- No guarantee of placement will be given to participants requesting to play on a team with a specific individual or group of players.
Adult: 50% payment before the first game, full payment by game 6. No refunds. Injury credits may be issued.
- Adults may register individually or enter teams.
- Half of the registration fees need to be paid by the first game
- The team will be held responsible (as a group) for any outstanding fees, should their team have fewer than eleven players paid in full. No team (if less than 11 players paid in full), or individual, may participate in the playoffs if they have an outstanding balance.
Section 1.3 Divisions
Youth
- The ranges are as follows:
- Ages 3 to 5
- Ages 6 to 8
- Ages 9 to 11
- Ages 12 to 14
- Ages 15 to 17
Adults
- Men’s: B, C, C2, D, D2, E, E2, 30+
- Women’s: Rec, Comp
- Co-ed: Rec, Comp
- Adult rating system is in effect. Players must follow the approved team rating system.
- Females may participate in men’s divisions (16+)
- Youth may participate in men's divisions (16+)
- Youth may participate in coed/ladies’ divisions (14+)
- BHI will reserve the right to place a team where they see fit

Section 1.3.2 Divisions
Multiple Teams
- Participants may play in multiple divisions and/or on multiple teams, but must meet the rating criteria.
- If a conflict occurs, the player must stay on the team with fewer players in that specific game (excluding goaltenders) BHI management is not responsible for scheduling conflicts that occur for adult players participating at multiple rinks or on multiple teams.
- PLAYOFFS: Playing on multiple teams in the same division are permitted to play on both teams unless the two teams meet in the playoffs, at which point they must choose one of the teams to play on for the duration of the series. If the team they chose gets eliminated, they may continue to play on the alternate team for the rest of the playoffs.
Section 1.3.3 Divisions
Multiple Divisions - Suspensions
- SUSPENSIONS: If a player is suspended for multiple games, but are on multiple teams. Each game will count as 1 game. However, if the player has 2 games going on at the same time, this will count as 1 game served.
- Men’s suspensions must be served in the men’s league (however still eligible to play in coed and ladies leagues)
- Ladies suspensions must be served in the ladies league (however still eligible to play in men’s and coed leagues)
- Coed suspensions must be served in the coed league (however still eligible to play in men’s and ladies leagues)

Divisions may vary for Brantford to London, but generally will work the same. Additional divisions will also vary depending on splitting in playoffs, at this point the teams will remain the same and ratings will not apply. |

Section 1.4.1 Responsibilities
Team Representatives Responsibilities
- Communication to their team members
- Filling out the game sheet with proper attendance and numbers to the timekeeper
- Collecting payments for team fees
- Making sure they have home and away colors in case of team conflicts
- Teams must supply their own practice and warm-up balls at all times.
- Inquire about suspensions after any game in which one or more of their players has been ejected from
- Any comments, concerns, game protests or complaints from the team rep or participants must be submitted in writing to office management.
- The Team Representatives will be solely responsible for inquiring about and informing each of their team members of the date and time of all league
- Adult Team Representatives are required to ensure that any participant from their team who is under the age of 18 years wears a helmet with full face mask at all times, shin guards that cover knees, elbow pads not required in any adult league. Violation of this rule may result in:
- suspension to the offending player.
- A 10-minute misconduct
- Game ejection until they have the proper equipment
Section 1.4.2 Responsibilities
Coaches Responsibilities
- To ensure the game sheet is filed out with proper names and numbers
- To ensure they have, picked up, or suited a designated goaltender
- To ensure ALL kids have the same floor time as best to their ability
- To encourage team and opponents as well
- Any coach who regularly disputes the calls made by game officials, or speaks inappropriately to their team, opponents or any league official, will be replaced.
- All coaches are expected to set and maintain a high standard of sportsmanship and fair play for the children they have volunteered to coach. Coaches are required to have a police check completed prior to the season. Police checks will be paid for by BHi
Section 1.5 Conduct & Safety
INTOXICATION/DAMAGE
- Zero Intoxication policy is in effect
- No Alcohol around the rinks or on the bench
- No smoking, vaping, or cannabis around the rinks or on the bench
- Facility damage must be paid by the offender.
- Abuse of officials results in removal and suspension, and possible ban.
- Anyone deemed intoxicated playing or on the bench will be ejected and may face a suspension.
- In the event that deliberate facility damage can be attributed to any participant or team official at a BHI location, the cost of the damage will be assessed and charged to the person/person responsible.
- Deliberate facility damage will carry an automatic Misconduct penalty for game participants. In the event that a participant intentionally damages the playing surface, that person will be charged
- To ensure the safety of every participant, all players and officials are required to compete or participate in a sober condition ONLY (that means no stimulant or alcohol consumption prior to or during games). Your full co-operation is expected and appreciated.
- If necessary, legal action against the offending individual (or individuals) will be taken.
SECTION 2 - TEAMS & LEAGUE PLAY
Section 2.1 Assigned Officials
Ball Hockey International Inc. shall appoint officials for all games during sanctioned league or tournament events. Participants may not request specific officials to either officiate or not officiate their team’s games. All officials are expected to be non-biased and call each game fairly.
Section 2.2 General Game Structure
- 3 periods of 10 minute 5 on 5 stop time
- Time keepers will run a countdown to ball drop. Includes 3 minute warmup (eg, 7:03)
- Players and coaches are entitled to 1 minute breaks in between period
- Minimum 6 players to start.
- Forfeit after 10-minute grace period (score 5–0).
- Mercy rule [Section 2.4]

- Co-ed: gender balance rules enforced.
- Each team shall be entitled to ONE thirty (30) second time-out per game
A team must request their timeout during a normal stoppage of play, and the request must be made before the referee blows the whistle to initiate the face-off procedure. |
Section 2.3 Overtime/Shootout Reg/Playoff
Regular Season Youth and Adults
- Youth divisions will go straight to a shootout
- Brantford15-17 will hold a 5 minute 3on3 OT, followed by a 3-person shootout
- Mens, Ladies will hold a 5 minute 3on3 OT, followed by a 3-person shootout
- Coed will hold a 5 minute 3on3 (2 guys 1 girl) OT, followed by a 4-person shootout in the order of (Girl guy girl guy)
- In COED Overtime, guy goals will reset, despite on having maxed out
- In COED Shootout, teams will alternate Girl, Guy, however if a team runs out of guys before all females have shot, the girls will run through the roster.
- For Example, Girl, Guy, Girl, Guy, Girl Girl Girl (then restart the roster cycle again)
Playoff Season Youth and Adults
- Elimination games
- Mens & Ladies - 3on3 OT, followed by a 3-person shootout
- In Youth divisions, a 5 minute 5on5 OT followed by a 3 person shootout
- Brantford 15-17 - 3on3 OT, followed by a 3-person shootout
- Round Robin games
- Coed - 5 min 3on3 OT followed by 4-person shootout (girl, guy, girl, guy)
- Mens & Ladies - 5 min 3on3 followed by 3 person shootout
- In Youth divisions, a 5 min 5on5 OT followed by a 3 person shootout
- Brantford15-17 - 5 min 3on3 OT, followed by a 3-person shootout

CHAMPIONSHIP FINALS
- Championship Games 1, 2 or 3 will be continuous 5-on-5 (switching ends)
- COED / Youth - 1 game championship
- Men’s / Ladies - Best of 3 championship
Section 2.4 Game Time
- Players are required to be at their game 10 minutes prior to game time
- Handshakes are required before game time
- [Tournament] Players are required to be present 15 minutes before game time in case of early start, for example, if the prior game forfeits and or the game is cancelled due to Game final stoppage by the officials
- Teams that do not have enough players at the Game time PRIOR to warmup, (5 players plus a goalie, or 6 players total) will result in the 10-minute period starting clock. If the team receives their 6th player or goalie during this time, the clock will stop (it will not reset), and the team that is in violation will receive a 2-minute minor penalty for Delay of Game. if a 6th or a goalie player is not present by the end of the 10-minute first period, the remainder of the game is a forfeit
- Officials have the right to refuse players' participation due to uniform conflicts. (wrong colours, no numbers, etc.)
- [Mercy Rule 1] If a team is leading by 5 goals in the 3rd period, the last 5 minutes of the game will be run time unless the losing team comes within 2 goals, at which point it will become stop time.
- [Mercy Rule 2] If a team is up by 10 goals differential, e.g. (12-2) at any point of the game, the clock does not stop. The clock will stop if the goal differential is within 5.
- Forfeit games will not be officiated by BHI staff. However, the rink will be available for use by the participants in attendance for the scheduled time slot.
- Forfeit will be put in as a 5 to 0 win for the non-offending team
- Teams that forfeit a game will have to pay a $200 forfeit fee. $100 will go towards the other team, and $100 to the BHI office to cover the cost for referees
CHANGING TIMES
- A minimum of 48 hours’ notice of any rescheduled game shall be given by BHI management to the affected team rep., whenever possible. However, in some cases, circumstances beyond the control of BHI may require teams to play any game on 24 hours’ notice)
- ENTERING A GAME
- Players must have completed a shift before the end of the second period to be eligible to participate in the game. If a player leaves the game for ANY reason, they will be permitted to re-enter the game, this includes any period, overtime and shootouts.
- WEATHER RULES
- In the case of lightning, or torrential downpour, the game will be delayed 10 minutes. If weather proceeds, the game will be rescheduled if it is before the half way point or a tie. If the game is beyond half way point, the game will be end based on the score at that time
Section 2.5 Youth League Rules and Regulations
- No intentional sliding is permitted
- A player will be removed from the game if he or she has received 3 penalties in one game.
- Zero body Checking is permitted and very little contact (ref discretion)
- No player can score more than 3 goals in 1 game, including overtime
- If a goalie purposely lets a ball in the net knowing a player had 3 goals to try to get a penalty on that player, the goalie may receive a penalty for “Delay of Game” themselves.
- A player who scores 3 goals in 1 game can participate in the shootout.
- No player may participate in a shootout if serving a penalty
- A team may pick up players to ensure 3 subs are on the bench.
- Goalies in youth MUST play in net for their team, and cannot come out to play as a player if present. Approval by BHI Management is required to do so. Teams are built on players and goalies' skill levels.
***Section 2.6 Men's League Rules and Regulations
- Sliding is permitted in men’s [See Rule Section 5.17]
- A player will be removed from the game if he or she has received 3 penalties in one game.
- Zero body Checking is permitted and very little contact (ref discretion)
- No player may participate in a shootout if serving a penalty
- A team may pick up players to the max 2 defaults or up to 7 runners.
- Goalies in men's MUST play in net for their team, and cannot come out to play as a player if present. Approval by BHI Management is required to do so. Teams are in their divisions, having met their rating regulations.
- Teams must designate a goalie by game 3 and must play that goalie if present
Section 2.7 COED League Rules and Regulations
- A minimum of two female participants must be on the playing surface at all times
- If a female takes a penalty, another needs to replace a male on the floor
- If a female takes a penalty with no subs, the game will be a forfeit
- Teams can score 5 guy goals
- Up to 3 guys goals in the first period
- Up to 4 guy goals in the second period
- Up to 5 guy goals in the third period
- Eg 2 in the 1st, 0 in the 2nd, team is allowed 3 in the 3rd
- Eg 1 in the 1st, 3 in the 2nd, 1 in the 3rd
- Guy will be able to score regardless of how many they have, in the overtime period
- Any Guy goals scored unintentionally when maxed out will result in a faceoff outside the zone.
- Any guy goal scored intentionally when maxed out will result in a 2-minute unsportsmanlike penalty
- If a goalie intentionally lets a ball in the net knowing a guy has the maximum number of goals to try to get a penalty, the goalie may receive a penalty for Delay of Game for allowing the stoppage of play.
- Zero Body checking/contact is permitted in Coed. Any excessive contact from ANY male or Female in Coed will result in a 2-minute penalty for unsportsmanlike conduct.
- Girls are permitted to use any type of shot, including the “slap shot”
- Male participants may not take any form of “slap shot”. All legal shots made by male players shall consist of a shooting motion where the blade does not go beyond the height of the knee. A Minor penalty shall be assessed for Unsportsmanlike Conduct if the illegal shot is being used to intimidate the opponent or to cause an unnecessary stoppage of play. This includes a “fake shot”.

Section 2.8 DEFAULT Player Rules and Regulations

MENS / LADIES
- Teams may pick up to 7 players total.
- Teams may pick up only to a total of 2 Default players
- Default players can only score a combined 2 goals in a game
- Default players cannot shoot in a shootout
- No Default player can be picked up in the playoffs unless approved by the opposing team rep
- Goalie default player can be picked up in regular season meeting ranking requirements AND BHI Management Approval
- Goalies can be picked up once per round in the playoffs
- Semi finals / championship count as one round, and teams cannot pick up for both.
- If a roster player arrives after the start of the game or during, then the picked-up player must leave the game
- Teams must designate a goalie by game 3 and must play that goalie if present
COED
- Teams may pick up to 7 players total.
- Female players may have one substitute, regardless of the total number of male players (including playoffs)
- Default players can only score a combined 2 goals in a game
- Default players cannot shoot in a shootout
- No Defaults can be picked up in playoffs unless the opposing team rep allows (excluding the female default regulation)
- Goalie defaults can be picked up in regular season meeting ranking requirements AND BHI Management Approval
- Goalies can be picked up once per round in the playoffs
- Semi finals / championship count as one round, and teams cannot pick up for both.
- If a roster player arrives after the start of the game or during, then the picked-up player must leave the game
- Teams must designate a goalie by game 3 and must play that goalie if present
YOUTH
- Teams may pick up to 8 players total.
- In the event of both teams being short, Default players may be split to even teams out. For example, If one team has 6 and one team picked up to make 8, one player must go over to make 7 vs 7 but still able to pickup to 8 players
- Default players can only score a combined 2 goals in a game
- Default players cannot shoot in a shootout
- No Default players can be picked up in the playoffs unless approved by BHI Management
- Goalie defaults can be picked up in regular season, but for playoffs meeting ranking requirements AND BHI Management Approval
- Goalies can be picked up once per round in the playoffs
- Semi finals / championship count as one round, and teams cannot pickup for both.
- If a roster player arrives after the start of the game or during, then the picked-up player must leave the game
Section 2.9 UNIFORM Rules and Regulations
- Each and every player on a team (including the goaltender) shall have the same base colour jersey. All teams should make every effort to have all of their players in matching uniforms for each game.
- Officials have the right to refuse players' participation due to uniform conflicts. (wrong colours, no numbers, etc.)
- Youth teams will be provided with matching t-shirts for each player on their team, for each season. Parents and players are reminded to ensure that the shirts are kept neat and clean for the duration of the season, and they are not to be altered in any way, with the exception of the last name added.
Section 2.10 FACEOFFS
- The players taking the face-off shall stand squarely facing their opponents’ end of the rink, approximately one stick length apart with the full blade of the stick flat on the floor
- If a player other than the player taking the face-off moves off-side, makes physical contact with an opponent or encroaches on the face-off circle prior to the dropping of the ball, then the offending team’s player taking the face-off shall be ejected from the face-off.
- Players lined up shall not put their sticks onto their opponents side of face off. This is an encroachment, violation of this rule will result in the centerman being kicked out of the faceoff.
- After 2 encroachments in a row to ref discretion, may result in a 2 minute penalty.
- When the ball becomes lodged in the wire mesh around the rink or between any signs mounted on the wire mesh, the face-off shall take place at the closest face-off spot.
- On the face-off, a player may not gain an unfair advantage by swinging “up” at the ball and knocking it out of the air. The ball is required to make contact with the playing surface. If a player knocks the ball out of the air, the player shall be removed from the face-off and replaced with another player
- A player is not permitted to use their hand to assist or win the face off. Offending player will be waved out of the face off and another player will be required to take the face off
- Centre ice face-offs will be only conducted at the start of each period, following the scoring of a goal, premature substitution of the goaltender or referee error in calling icing.
Section 2.11 Ball out of Play or Unplayable
- *NEW* Ball Out of Play or Unplayable
- When a ball is last contacted inside the attacking zone, regardless of which team is responsible for the stoppage, the ensuing face-off will take place in 1 of the 2 end zone face-off circles.
- This includes shots that go straight out without deflection. If the shot came from the neutral zone, the faceoff will come outside the zone, and the zone will remain set
- If the attacking team has set the zone, and the ball becomes unplayable or leaves the playing surface between the center red and blue lines, the ensuing face-off will take place outside the attacking zone’s blueline, and the zone will remain set.
- Note: If the shot comes from the neutral zone, and deflects off anything other than a player, or stick of a player, the faceoff will take place from the origin of the shot with zone remaining set if already. Examples:
- Off the net/crossbar
- Off the boards
- Off the fence
- Without zone, offensive shots resulting in the ball out of play not hitting anything, will result in back one dot in the neutral zone faceoff.
Section 2.12 Injured and ejected goalies
- When a player, other than a goaltender, is injured or compelled to leave the floor during the game, a substitute player must replace them and play must continue
- If a penalized player sustains an injury, which requires him to leave the game, he may proceed off the floor without proceeding to the penalty bench. He shall be replaced on the penalty bench immediately by a player from his team who is on the floor at the time of the stoppage of play.
- When a player is injured so that he cannot continue play or make his way to his bench, the play shall be stopped when his team is in possession of the ball. If his team is in scoring position, the referee should wait until play is completed.
- Getting hit with the ball in the helmet
- [Youth] If a goalie or player gets hit with a direct shot in the helmet/mask the referee will stop play immediately and a face off will take place at the closest dot
- [Adults] When a goalie is hit in the mask with the ball, play will continue unless the official believes the impact was too hard for the goalie to safely manage. In such cases, simply asking the goalie if they are “okay” will suffice. If the goalie shows any signs of equipment malfunction or shakes their head, play will stop immediately.

- In the event of an ejected goalie, the offending team must place a 6th player as a substitute goalie is being dressed. No grace period is given for an ejected goalie.
- A goaltender that goes to the bench because of an injury or illness may be replaced by a substitute goaltender. (A ten-minute grace period will be given to dress the new goaltender). No warmup will be allowed for the substitute.
Section 2.13 Line Changes
- Players may be changed at any time from the players’ bench provided that the player(s) leaving the rink surface are at the bench (within 10’ of the bench) before the change takes place.
- If either player in front of the bench that is changing is accidentally struck by the ball, play will continue and no penalty is assessed. However, if either player coming onto the surface or leaving, intentionally plays or attempts to play with or without touching the ball while the other teammate is leaving the surface, a minor penalty is assessed for two many men.
- A goaltender may be changed for another player at any time
- A player leaving the penalty box after their penalty expires must first step onto the rink surface before entering their team’s bench
- Teams shall be required to place the correct number of players on the floor when requested by the referee. The visiting team must be the first to place its players on the floor at all times. Each team is allowed only one change of players during each stoppage of play.
Section 2.20 New rules and effective dates
- When a location is listed, it signifies that the other location already has the rule in effect, ensuring consistency and reliability in our operations.
FALL 2026
- Brantford Getting hit with the ball in the helmet
- [Youth] If a goalie or player gets hit with a direct shot in the helmet/mask the referee will stop play immediately and a face off will take place at the closest dot. This is to ensure the safety of our youth players.
- [Adults] When a goalie is hit in the mask with the ball, play will continue unless the official believes the impact was too hard for the goalie to safely manage. In such cases, simply asking the goalie if they are “okay” will suffice. If the goalie shows any signs of equipment malfunction or shakes their head, play will stop immediately.
- Brantford Default Players
- Youth divisions will now be able to pick up default players up to 8 players in ANY Season

Clarifying the Ball Out of Play or Unplayable Rule
- Offensive shots at the net leaving the zone without hitting anything will result in staying in the end zone closest dot to the shot.

SECTION 3 - EQUIPMENT
Section 3.1 Sticks
- The shafts of all sticks shall be made from wood, carbon, graphite, or other materials approved by BHI. There shall be no projection extending from the stick, and all sticks must have some type of knob covering the butt end of the shaft.
- Any portion of the blade may be constructed from wood, EXCEPT THE BOTTOM, where the blade makes contact with the playing surface. The accepted composition for the bottom of stick blades is approved materials only (i.e. ABS, graphite, composite, plastic).
- Any player deemed to be using an illegal stick shall be ruled off the playing surface to their team’s bench. The offending player will be assessed a minor penalty for illegal equipment if they return to the playing surface with any illegal stick or equipment during the same game.
- Players shall have no tape on the blade of their sticks; goaltenders, excepted (must be white tape only). Attack Pads (or similar approved products) are for sale and approved by BHI. If any portion of the Attack Pad is coming loose from the stick blade or is in contact with the playing surface, the player will be ordered to the timekeeper’s box or office immediately, so it can be removed by one of the BHI game officials or office staff.
- Sticks with pointed, chipped or squared off corners on the blade are prohibited.
Section 3.2 Footwear
- All players shall wear running shoes. The most suitable footwear for outdoor ball hockey is a squash or indoor volleyball shoe with a soft rubber sole. FYI – Cross trainers or basketball shoes offer the least amount of traction if the playing surface is wet or snow-covered, due to the high arch in the shoe, and a harder sole.
- Goaltenders may wear footwear with reinforced toes.
- Boots, reinforced toes (goalies excepted), crocks, sandals, wheel shoes, and broomball shoes are not permitted.
Section 3.3 Goaltender
- All the equipment worn by the goaltender must be constructed solely for protecting the head or body, and he must not wear any garments or use any contrivance which would give him undue assistance in tending goal.
- Protective masks of a design approved by BHI must be worn by goaltenders. These masks must have full face and back of the head protection. Neck guards are strongly recommended and must be affixed to the helmet or mask.
- Goaltenders will be ordered off the playing surface if their equipment is in disrepair (i.e. unsafe or stuffing falling out of pads). They may return once the piece of equipment is repaired or replaced.
- Goalie equipment is available to be signed out of the office for emergency use only.
Section 3.4 Protective
- Players using helmets shall ensure that the helmet is CSA-approved and properly fastened with an approved chinstrap.
- All adult players must wear gloves of some design. The entire hand must be covered, and padded gloves are strongly recommended. Effective December 1, 2006, all adult participants will be required to wear an approved glove that protects the hand, wrist and thumb with padding (i.e. ice hockey, lacrosse or approved ball hockey gloves)
- All youth participants must wear the following pieces of equipment:
- CSA-approved hockey helmet with facemask,
- Protective gloves
- Elbow pads Brantford
- LondonDoes not require but is highly recommended
- Shin pads (covers knees and shins).
- Jock or jill are not mandatory but is highly recommended
- Players will receive a two-minute penalty if they enter a play without the required protective equipment for their league
- YOUTH players playing in Adult leagues do not need elbow pads
- A 10-minute misconduct may be given to players, who continue to disregard the mandatory equipment rule
- All Helmet straps MUST be working 100%, no dangling straps.
Section 3.5 Illegal Equipment
YOUTH/ ADULTS
- Losing a piece of required equipment while having possession
- The player must immediately make a final play (pass, shot or dump) and put their equipment back on immediately or get a change of player at the bench
- Losing a piece of required equipment and entering a play
- This action will result in a 2-minute minor for illegal equipment
Section 3.6 Game Balls
- Only game balls approved by BHI shall be used. They are orange, pink, or yellow Mylec balls or Bauer balls, as determined by outdoor temperatures and game officials. All game balls will be supplied by BHI.
- Teams must supply their own practice and warm-up balls at all times.
- Illegal balls shot in from adjacent rinks shall not cause a stoppage of play, unless they directly interfere with play of the legal ball. Play shall be stopped if the referee is unable to retrieve the illegal ball without disrupting the ongoing play of the game, or will be taken away from their proper position.
- All Mylec balls found on BHI properties are to be submitted to office staff or game officials (this reduces costs for everyone involved). Teams should refrain from marking their own names over BHI and other team’s balls.
- Kids under 18, return 3 balls and receive a free lollipop or freezie, compliments of BHI.

SECTION 5 - PENALTIES
Section 5 CLASSES
- Penalties shall be assessed in actual playing time and are divided into the following classes:
- Minor Penalties
- Bench Minor Penalties
- Major Penalties
- Misconduct Penalties

- Gross Misconduct Penalties
- Match Penalties
- Penalty Shots
- Penalties may be assessed at any time before, during or after a game.
- Where the rules state that the team rep or coach shall designate a player to serve a penalty, and the team rep or coach refuses to name a player, the referee shall name any player off the offending team to serve the penalty.
- Where penalties are assessed to players of both teams at the same time, the penalized players of the visiting team shall take their position in the penalty box first.
- Penalties in runtime
- When a game is played under running time, standard penalty lengths are adjusted to compensate for the fact that the clock does not stop during whistles.
- Minor Penalty: Converted from 2 minutes to 3 minutes running time.
- Double Minor Penalty: Converted from 4 minutes to 6 minutes running time.
- Major Penalty: Converted from 5 minutes to 7 minutes running time

Section 5.1 Minor Penalties
- For a minor penalty, any player except the goaltender shall be ruled off the rink for two minutes of actual playing time.
- If a team is playing short-handed because of one or more minor or bench minor penalties and the opposing team scores a goal, the first of such penalties shall automatically terminate.
- When a goal is scored on a penalty shot against a team that is short-handed by reason of a minor or bench minor penalty, no penalized player shall return to the floor with the scoring of the goal.
- When a player is assessed both a major and a minor penalty at the same time, the major penalty shall be served first. The same principle applies for a match penalty.
- If a goal is scored against a team that is short-handed because of one or more minor penalties, the player serving the first penalty shall return to the floor. A player serving a double minor shall have his first penalty terminated.
- On coincidental minor penalties, adult teams shall play shorthanded for the duration of the penalties.
- A player incurring six minutes in minor penalties in a game (excluding stick fouls as outlined in 12a) will receive a game ejection (GE56). A player receiving two stick foul minor penalties (two, two-minute minors) will be ejected, including any combination of two stick fouls or one stick foul and two minor penalties. Goaltenders assessed six or more minutes in minor penalties will not be ejected but will be suspended for their next game in that division. If a goaltender receives any additional penalty after reaching six minutes, they will be immediately ejected from the game. No warm-up time will be granted for the replacement goaltender.
- Any player receiving a major or match penalty will have a mandatory 24-hour cool-off period and will be ineligible to play in another game that night, even if registered on multiple teams.
Section 5.2 Major Penalties
- Any player or goaltender assessed a major penalty shall automatically be assessed a game misconduct penalty. A substitute for the penalized player shall take his place on the penalty bench to serve any time penalty.
- Should a goal be scored on a team serving a major penalty, the major penalty shall not be terminated.
- Time penalties for a major penalty shall be five minutes in duration.
- When a player receives two major penalties that need to be served by teammates, the team will be allowed to change the person serving the penalties after the first penalty expires.
- Any player assessed a major penalty in the last period or overtime of a game shall automatically be suspended for a minimum of the next game.
Section 5.3 Bench Penalties
- A team assessed a bench minor penalty must play one player short for two minutes of actual playing time.
- Whenever a bench minor penalty is to be assessed according to the rules, if the referee identifies the player guilty of the infraction, that player shall serve the penalty except when the player is already on the penalty bench serving a penalty. If the player is not identified the coach or team rep shall designate any player on the floor at the time of the infraction to serve the penalty.
- A bench minor is also a Too Many Men penalty
Section 5.4 Misconduct Penalties
- A player other than a goaltender assessed a misconduct penalty shall serve 10 minutes of actual playing time. A substitute for the penalized player will be allowed immediately. Goaltenders are allowed to remain in the game and a substitute player from the floor shall serve the penalty. At the first whistle after five minutes, a change to the player serving this penalty is allowed.
- When a player is assessed a minor or a major penalty and a misconduct penalty at the same time, the penalized team shall immediately place a substitute player on the penalty bench to serve the minor or major time penalty. The misconduct penalty shall start at the expiration of the minor or major penalty.
- Any player who is assessed a second misconduct penalty in the same game shall automatically be assessed a game misconduct penalty.
- Any player assessed a misconduct penalty in the last period or overtime of a game shall automatically be suspended for a minimum of the next game.
Section 5.4.1 Game Misconduct Penalties
- A player incurring a game ejection penalty shall be ordered off the rink for the remainder of the game.
- A player assessed a game misconduct penalty in the last period or overtime of a game shall automatically be suspended for a minimum of the next game. A total of 10 minutes shall be charged in the game records for any person assessed a game misconduct.
- Any player ejected from a game for any reason (accumulation of Minor Penalties, Major Penalties, Misconducts, etc.) shall be required to leave the property immediately at the discretion of game officials or management. Failure to comply may result in the offending player’s team forfeiting their game and suspension for the offending player.
Section 5.4.2 Gross Misconduct Penalties
- Any player or team official assessed a gross misconduct penalty shall be ordered off the rink for the remainder of the game. A substitute for the penalized player shall be allowed immediately.
- Gross misconduct penalties shall be assessed where a person conducts themselves in a manner that makes a travesty of the game.
- Any player or team official who is assessed a gross misconduct penalty in the last period or overtime of a game shall be suspended for a minimum of the next game, pending review by Ball Hockey Ontario.
- A total of 10 minutes will be charged in the game records for any player or coach assessed a gross misconduct penalty.
- Any player engaging in verbal taunts, insults or intimidation based on discriminatory grounds (ethnic background, religion, gender or sexual orientation, etc.) will be assessed a gross misconduct penalty. Any abuse can result in potential expulsion from all ball hockey activities.
Section 5.5 Match Penalties
- Any player or coach assessed a match penalty shall be ordered off the rink for the duration of the game. Such a player or team official shall not be allowed to participate in any further games until the case has been dealt with by the Management of BHI
- Where a player is assessed a match penalty, a player from the offending team shall serve five minutes for the penalized player. The player designated to serve the time penalty associated with a match penalty shall have been on the floor at the time of the infraction.
- All major misconduct and match penalties will be reviewed by BHI Management Officials
Section 5.6 Penalty Shots
- Any infraction of the rules which calls for a penalty shot shall result in the following: The referee shall place the ball at the centre face-off spot. The player taking the shot shall, on instruction from the referee, play the ball from there and shall attempt to score on the goaltender. The ball must be kept in motion towards the opponents’ goal line and once it is shot the play is considered complete. No goal can be scored on a rebound of any kind and any time the ball crosses the goal line, the shot shall be considered complete.
- The goaltender must remain in the goal crease until the ball is touched. In the event of a violation of this rule, the player taking the shot shall be allowed to take the shot over again. The goaltender may attempt to stop the shot in any manner except by throwing his stick or any other object, or deliberately dislodging the net, in which case a goal shall be awarded.
- When a penalty shot has been awarded and the referee can identify the player fouled, that player shall be designated to take the shot. Should the player fouled be injured or the referee cannot make a determination of the player fouled, the team rep of the team awarded the penalty shot may designate the player to take the shot. The player designated to take the shot must have been on the floor at the time of the infraction.
- Should a player to whom a penalty shot has been awarded, himself commit a foul in connection with the same play or circumstances after the penalty shot has been awarded, he shall first be allowed to take the penalty shot before proceeding to the penalty bench, provided the penalty assessed was not a game ejection, major, game misconduct, gross misconduct or match penalty.
- If at the time a penalty shot is awarded, the goaltender of the penalized team has been removed from the floor to substitute another player, the goaltender shall be allowed to return to the floor before the Penalty Shot is taken. If the goalie has not been designated at the time of the infraction, then a goal shall be awarded rather than a penalty shot.
- While the penalty shot is being taken, players of both teams shall withdraw to the sides of the rink and beyond the centerline.
- If, while the penalty shot is being taken, any member of the opposing team shall have by some action interfered with or distracted the player taking the shot, and because of such action the shot failed, a second attempt shall be permitted and the referee shall assess a misconduct penalty to the player so interfering or distracting.
- If a goal is scored from the penalty shot, the ball shall be faced-off at the center face-off dot in the usual manner. If a goal is not scored, the face-off shall take place at either of the end-zone face-off spots in the zone where the shot was taken.
- Should a goal be scored from a penalty shot, a further penalty to the offending team shall not be applied unless the infraction was such as to incur a major or match penalty, in which case the prescribed penalty shall be assessed.
- If the offence for which the penalty shot was awarded was such as would normally incur a minor penalty, then no time penalty shall be served regardless of the outcome of the penalty shot.
- A penalty shot shall be awarded to a player who closes his hand on the ball in the crease. This even included catching it in the air.
Section 5.7 Goaltender Penalties
- No goaltender shall be sent to the penalty bench for an infraction which incurs a minor or misconduct penalty. Such a penalty shall be served by any player who was on the floor at the time of the infraction.
- An alternate goaltender may replace a regular goaltender who has been ejected from the game or has been assessed a major, game misconduct, gross misconduct or match penalty. In the event there is no alternate goaltender, any player on the game sheet may replace the goaltender. However, such a substitute will not be allowed to delay the game to put on full goalkeeper's equipment.
- When a goaltender leaves his goal crease during a fight, he shall be assessed a minor penalty plus any other penalties he incurs.
- When a goaltender leaves his goal crease to join in a fight, act as a peacemaker or take part in another fight, during the same stoppage of play, he shall receive a game misconduct penalty plus any other penalties he incurs.
- If a goaltender intentionally participates in the play in any manner when he is beyond the centre line, he shall be assessed a minor penalty.
- A minor penalty shall be assessed to a goaltender who, after catching the ball, drop kicks the ball. If injury results, a major penalty shall be assessed.
- Any goaltender that is assessed six minutes in minor penalties shall not be subject to the game ejection rule; however such a goaltender shall be suspended from his next scheduled game. A goaltender receiving a further minor penalty shall be ejected from the remainder of the game and shall be suspended from his next scheduled game.
- A goaltender assessed a major penalty, misconduct, game misconduct or match penalty in the last period or overtime of a game shall be automatically suspended for a minimum of the next scheduled game.
Section 5.8 Abuse of Officials / Other Misconducts
- Team reps /coaches are responsible for the conduct of their players and anyone in the immediate proximity of their team’s assigned bench.
- A minor penalty shall be assessed to any player or coach who challenges or disputes the rulings of any official during the game or who displays unsportsmanlike conduct. If a player or goaltender persists, he shall be assessed a misconduct penalty and any further disputes will result in a game misconduct penalty being assessed to the offending player or goaltender. If a coach persists, he will be immediately assessed a game misconduct penalty. A referee is not required to call a minor penalty under this rule before assessing the misconduct or game misconduct penalty, but may assess either of these penalties initially.
- A misconduct penalty shall be assessed on any player who:
- Uses obscene, profane or abusive language to any person.
- Persists in disputing or shows disrespect for the ruling of any official.
- Intentionally knocks or shoots the ball out of reach of an official who is retrieving it.
- Damages the playing surface or the rink boards by slamming their stick. (The player will be required to compensate the club for damage incurred)
- Throws a playing or goal stick over the rink boards.
- A player who, after receiving a misconduct penalty, persists in any of the actions above, shall be assessed a game misconduct penalty. In the case of a coach, a bench minor shall be assessed instead of a misconduct penalty. A coach, after receiving a bench minor, would receive a game misconduct penalty if the action continues. A referee is not required to assess a bench minor penalty under this rule before assessing a game misconduct penalty.
- If the referee is unable to identify the person responsible for the use of obscene, profane or abusive language, a bench minor penalty shall be assessed to the offending team.
- A misconduct penalty shall be assessed to any player who does not proceed directly to the penalty bench when he has been penalized. Where the penalized player causes any delay by returning for their equipment, the misconduct penalty shall apply. The equipment shall be delivered to the penalty bench by a player of his team that is on the floor at the time.
- A misconduct penalty shall be assessed to any player who, after one warning by the referee, persists in any course of conduct (including threatening and abusive language or gestures or similar actions) designed to incite an opponent into incurring a penalty.
- A misconduct penalty shall be assessed to any player or players who, except for taking his position on the penalty bench, enters or remain in the referees crease while the referee is reporting to or consulting with any game official.
- A bench minor penalty shall be assessed to a team where any player or coach on the bench protests an official ruling through verbal or physical gestures that may be considered disrespectful in any way, or who bangs the boards or floor with a stick or any other object in protest of the ruling. When the penalty is assessed against a player on the penalty bench, another player from the floor must serve the bench minor penalty.
- When the player on the floor commits the infraction described in (h), the unsportsmanlike conduct penalty shall be assessed.
Section 5.9 PENALTIES - Delay of Game / Handling the Ball
- A bench minor penalty shall be assessed to any team, which is deliberately delaying the game in any manner.
- A minor penalty shall be assessed to any goaltender who shoots or bats the ball directly out of the rink with his stick
- .A minor penalty shall be assessed to a player or goaltender who shoots the ball out of the rink during a stoppage of play.
- Any player (other than a goaltender in his crease) deliberately stepping on the ball
- Any deliberate action by a defending player, including a goaltender, to knock the goal from its position shall be considered an act of deliberate delay of game.
- A penalty shot shall be awarded against a goaltender who deliberately moves the goal from its position while an opponent is on a breakaway across the centre line.
- If in the last two minutes of regular playing time, a team is penalized for any Delay of game, a penalty shot shall be awarded to the non-offending team:
- A penalty shot shall be awarded to a player who closes his hand on the ball in the crease. This even included catching it in the air.
- When a player simply closes his hand on the ball and immediately drops it to the floor without gaining or attempting to gain an advantage by this action, play shall be allowed to continue. Play shall be stopped immediately if the player closing their hand on the ball pivots or maneuvers with the ball to gain any advantage whatsoever. In the event that play has been stopped due to any player (except a goaltender) who closes his or her hand on the ball, thereby gaining an advantage on an opponent, the face-off will be conducted with a loss of zone.
- A minor penalty shall be assessed to a goaltender who deliberately holds the ball and is causing an unnecessary stoppage in play. When the ball is thrown by a goaltender towards an opponent’s goal and an opponent receives it, play shall continue. If a team-mate receives the ball, however, play shall be stopped.
- A minor penalty shall be assessed to any player except the goaltender who, while play is in progress, picks up the ball with his hand.
- A minor penalty shall be assessed to a player who deliberately discards the ball out of bounds to gain a time, or get a player from the outside rink to the bench
- A Minor penalty shall be assessed if any player shoots the ball out of the rink (over the fence only) not touching anything (ball over the glass penalty)
Section 5.10 PENALTIES - High Sticking
- Contacting the ball with the stick above the normal height of the shoulders is prohibited. When this occurs, the play will be as following
- (1) a player of the non-offending team gains possession and control of the ball, in which case high stick as be washed out and play shall continue
- (2) a player of the offending team gains possession and control of the ball, in which case the play shall be stopped and the face off will occur in the offending team's defensive zone.
- (3) A player of the offending team, high sticks the ball into their own net, in which case the goal shall be allowed.
- (4) A player of the offending team high sticks the ball into opponents net, in which case the goal shall be washed out and faceoff will occur outside the zone with no set zone
- Contacting another player above standing shoulder height will result in the following
- 2-minute minor (accidentally)
- 4-minute double minor (causing blood, broken tooth)
- 5-minute major and a 10 minute Game misconduct for any violent or careless aggressive act (Ref discretion)
Section 5.11 PENALTIES - Slashing
- A minor penalty, or double-minor, at the discretion of the Referee, shall be assessed on any player who impedes or seeks to impede the progress of an opponent by slashing with his/her stick.
- A Major penalty and a Game Misconduct penalty will be assessed to any player who injures an opponent with a “slash” at the discretion of the referee.
- A slashing penalty shall be assessed against any player who swings their stick at an opponent (whether out of range or not) without actually striking him/her, or who, on the pretext of playing the ball, makes a wild swing at the ball with the object of intimidating their opponent.
- A Match penalty shall be assessed against any player who deliberately attempts to or deliberately injures an opponent with a slash.
Section 5.12 PENALTIES - Cross-Checking
- A minor penalty or major penalty shall be assessed to any player who cross-checks an opponent.
- Any player who strikes an opponent above the normal height of his shoulders with a crosscheck shall be assessed a major penalty, whether injury results or not.
- A major penalty shall be assessed to any player who cross-checks a goaltender while he is in the goal crease area.
- A major penalty shall be assessed to any player who injures an opponent with a cross-check.
- A match penalty shall be assessed to any player who deliberately injures an opponent with a cross-check.
Section 5.13 PENALTIES - Tripping
- A minor penalty shall be assessed on any player who trips an opponent.
- If a player uses his/her stick, knee, hand, foot, arm or elbow in any manner or falls on the surface directly in the path of the ball, causing the ball carrier to trip and lose possession of the ball, a penalty shall be assessed.
- When a player in control of the ball on his opponent's side of the centre red line is tripped, or otherwise fouled from behind, and thus prevented from having a clear shot on goal (having no other opponent to pass other than the goaltender), a penalty shot shall be awarded to the non-offending team. The referee shall not stop play until the attacking team has lost possession and control of the ball.
Section 5.14 PENALTIES - Boarding / Check from behind
- A minor penalty plus a game misconduct with a game ejection shall be assessed to any player who intentionally pushes, body checks or propels an opponent from behind while in motion anywhere on the floor into the boards. If a player is injured, a major penalty must be assessed.
- Where a player is pushed, body-checked, hit or propelled from behind into the boards or goal net, in such a way that he cannot defend or protect himself, a match penalty shall be assessed.
- A 5-minute major and game misconduct will be assessed for anyone who pushes an opponent from behind head first into the boards.
Section 5.15 PENALTIES - Fighting
- A major penalty shall be assessed to any player who fights.
- A player who is identified by the referee as being the instigator or the aggressor in a fight shall be assessed a minor penalty in addition to any other penalties he may incur.
- A minor penalty shall be assessed to any player who, having been struck, shall retaliate with a blow or an attempted blow. Should such a player continue to retaliate, he shall be assessed a major penalty.
- Any player who does not retaliate after being struck will not be assessed a penalty under this section, but may incur a penalty for violation of other rules.
- When a fight occurs, all other players except the goaltender shall immediately go to their respective players’ benches or a neutral area and remain there until the referee calls them back to resume play. The goaltenders must stay in their goal creases or proceed to a neutral area. Any players refusing to do so after being directed by the referee shall be assessed a misconduct penalty plus any other penalties they incur.
Section 5.16 PENALTIES - Roughing
- A minor or major penalty shall be assessed to any player who is guilty of unnecessary rough play. When an injury occurs, a major penalty may be assessed.
- Any player joining in a fight, acting as a peacemaker or taking part in another fight at the same stoppage of play will be assessed a game misconduct penalty plus any other penalties he incurs.
Section 5.17 PENALTIES - Sliding
- Any player who deliberately slides and makes contact with an opponent in any manner shall be assessed a minor penalty. If a player has to take extreme measures to avoid being upset by an opponent who is sliding, the referee may assess a Minor Penalty. Sliding is defined as any player who deliberately propels themselves by sliding (on shin pads in most cases, but also “surfer-style”). A player who drops to block a shot is not considered to be sliding unless they are propelling themselves.
- In the Co-ed and Youth, a minor penalty shall be assessed to any player who deliberately slides anywhere on the playing surface.
- A major penalty and game misconduct shall be assessed to any player who injures an opponent as a result of a deliberate slide.
Section 5.18 PENALTIES - Elbowing
- A minor penalty shall be assessed to any player who fouls an opponent in any manner with his elbow.
- A major penalty shall be assessed to any player who injures an opponent by elbowing.
- A Match Penalty shall be assessed to any player who injures an opponent by elbowing with an elbow pad featuring a hard cap covering the elbow area. Soft elbow pads are recommended instead of the hard plastic cap type.
Section 5.19 PENALTIES - Butt-Ending
- A minor penalty shall be assessed for the jabbing of a butt end
- A major and a game misconduct shall be assessed for location, and the event of it causing injury
Section 5.20 PENALTIES - Broken Sticks
- A player or goaltender may participate in play without a stick. A player or goaltender whose stick is broken must drop the broken portions immediately. Any player failing to drop broken portions of a stick shall be assessed a minor penalty. (Note)Should a player discard a broken stick by tossing the broken portions to the side of the rink but not over the rink boards, in a manner that does not interfere with the play or opposing players, no penalty shall be assessed.
- A player who has lost or broken his stick may only receive another stick at his own players’ bench or be handed one by a team-mate on the floor, and may not receive a stick thrown on the playing surface from any other part of the rink. A player shall be assessed a minor penalty for an infraction of this rule.
- A goaltender may not use a broken stick at any time. A goaltender who breaks or loses his stick may use a stick of a player handed to him by another player until the next stoppage of play. A goaltender may not resume play with a player's stick. A goaltender receiving a stick illegally shall be assessed a minor penalty.
Section 5.21 PENALTIES - Body Checking
- A minor or major penalty shall be assessed, depending on the degree of violence, for any player who deliberately body checks an opponent
- If an injury occurs because of a body check, a major penalty shall be assessed.
- It is the responsibility of each participant to respect the playing conditions and slow down or adapt accordingly. A penalty may be assessed to any player who body checks another participant, regardless of the playing conditions.
Section 5.22 PENALTIES - Charging
- A minor penalty shall be assessed to a player who runs, jumps into or charges an opponent.
- A major penalty shall be assessed to any player who charges a goaltender while the goalie is inside his goal crease area.
- A major penalty shall be assessed to any player who injures an opponent as a result of a charge.
- (Note) For this rule more than 4 steps towards an opponent shall be considered a charge.
Section 5.23 PENALTIES - Check from Behind
- A minor penalty plus a game misconduct with a game ejection shall be assessed to any player who intentionally pushes, body checks or propels an opponent from behind while in motion anywhere on the floor into the boards. If a player is injured, a major penalty must be assessed.
- Where a player is pushed, body-checked, hit or propelled from behind into the boards or goal net, in such a way that he cannot defend or protect himself, a match penalty shall be assessed.
Section 5.24 PENALTIES - Head contact
- A minor penalty shall be assessed if head contact occurs accidentally, with exclusion of the high stick rule see [Section 5.10]
- A double minor penalty shall be assessed if the head contact is deliberate and reckless (face wash, a jab wash)
- A major penalty shall be assessed if an injury occurs as a result of a head contact
Section 5.25 PENALTIES - Holding
- A minor penalty shall be assessed to any player who holds an opponent with his hands, stick or in any other manner.
- A minor penalty shall be assessed to any player who holds the stick of an opponent.
Section 5.26 PENALTIES - Hooking
- A minor penalty shall be assessed to any player who impedes or seeks to impede the progress of an opponent by hooking with the stick in any manner, including using the butt end of the stick.
Section 5.27 PENALTIES - Interference
- A minor penalty for interference shall be assessed to any player who:
- Interferes with or impedes the progress of an opponent who is not in possession of the ball.
- Deliberately knocks the stick of an opponent out of his hands.
- Prevents an opponent who has lost his stick from regaining possession of it.
- A minor penalty shall be assessed to any player who by means of his body or stick, interferes with or impedes the movements of the goaltender by actual physical contact.
- Unless the ball is in the crease area, a player of the attacking team may not stand in the goal crease. If the ball enters the net while such a condition exists, the goal shall not be allowed. If an attacking player has physically interfered with the goaltender prior to or during the scoring of a goal, the goal shall be disallowed, and the face-off will retract back outside the blue line.
- A minor penalty plus game misconduct shall be assessed on any player who deliberately interferes with, or makes contact with, an opponent from his team's penalty bench. If he cannot be identified, a bench minor penalty shall be assessed.
- A minor penalty may be assessed if a player makes contact with their opponent's goaltender that could have been avoided.
- No penalty will be assessed to a player who is deliberately forced by their opponent to their opponent's goalie
- The referee shall stop play if a player is being held or interfered with by a spectator unless that player’s team is in possession of the ball and in scoring position at the time.
- The referee shall stop play if any objects are thrown onto the surface, which interferes with the progress of play.
- Any spectator who is being abusive or aggressive toward the game officials, participants, or other spectators at a game shall be asked to leave the property immediately at the discretion of game officials or management. Spectators are encouraged to cheer on their teams in a positive and respectful manner at all times.
Section 5.28 PENALTIES - kneeing
- A minor penalty shall be assessed to any player who fouls an opponent by kneeing. A major penalty shall be assessed if injury occurs.
Section 5.29 PENALTIES - Leaving the Bench (players/penalty)
- No player may leave the players’ bench or penalty bench at any time during a fight on the rink, or for the purpose of starting a fight.
- Any player who leaves his players’ or penalty bench during a fight and is assessed a minor penalty for his actions shall also incur an automatic Game Misconduct penalty
- Referees must record in detail on the Official Game Report
- A penalized player may not leave the penalty bench (whether or not play is in progress), except at the end of the period or on the expiration of his penalty. A Minor penalty shall be assessed for a violation of this rule. However, in the case of a player returning to the surface before his time has expired through an error of the Penalty Timekeeper, he is to serve only his unexpired time.
- When a player on a breakaway on the opponents’ side of the centre red line is interfered with by a player of the opposing team who shall have illegally entered the game, or by a player or coach on the players’ or penalty bench, the Referee shall award a penalty shot to the non-offending team.
- If a penalized player returns to the rink from the penalty bench before his penalty has expired, any goal scored by his own team while he is illegally on the rink shall not be allowed. All penalties assessed by either team shall be served as regular penalties.
- If a player shall illegally enter the game from his own players’ bench, any goal scored by his own team while he is illegally on the rink shall not be allowed. All penalties assessed by either team shall be served as regular penalties.
- If a player illegally enters the game by playing or contacting an opponent while still standing in the doorway or a player's bench or penalty bench, a minor penalty will be assessed
Section 5.30 PENALTIES - Throwing sticks
- Where any player of the defending team, including the goaltender, deliberately throws his/her stick or any part thereof or any other object at the ball or ball carrier in the defending zone, the Referee shall allow the play to be completed and if a goal is NOT scored, a penalty shot shall be awarded to the attacking team. If a goal is scored, the penalty shot shall not be awarded.
- A Minor penalty shall be assessed against any player who deliberately throws his/her stick or any part thereof or any other object except when such act has been penalized by the awarding of a penalty shot or a goal.
- A misconduct penalty shall be assessed against any player who deliberately throws a stick or any part thereof, or any object outside the playing area. Where a player throws a stick in a violent manner and such action puts the safety of other players (on any rink) or spectators at risk, gross misconduct shall be assessed. Any player assessed for gross misconduct for this action shall be suspended from all divisions until the full suspension has been served in the division it was incurred.
Section 5.31 PENALTIES - Abuse of officials / other misconducts
- Team reps /coaches are responsible for the conduct of their players, and anyone in the immediate proximity of their team’s assigned bench.
- A minor penalty shall be assessed to any player or coach who challenges or disputes the rulings of any official during the game or who displays unsportsmanlike conduct. If a player or goaltender persists, he shall be assessed a misconduct penalty and any further disputes will result in a game misconduct penalty being assessed to the offending player or goaltender. If a coach persists, he will be immediately assessed a game misconduct penalty. A referee is not required to call a minor penalty under this rule before assessing the misconduct or game misconduct penalty, but may assess either of these penalties initially.
- A misconduct penalty shall be assessed on any player who:
- Uses obscene, profane or abusive language to any person.
- Persists in disputing or shows disrespect for the ruling of any official.
- Intentionally knocks or shoots the ball out of reach of an official who is retrieving it.
- Damages the playing surface or the rink boards by slamming their stick. (The player will be required to compensate the club for damage incurred)
- Throws a stick over the rink boards. (Bench, Timekeeper box, or spectators' area)
- A player who, after receiving a misconduct penalty, persists in any of the actions above, shall be assessed a game misconduct penalty. In the case of a coach, a bench minor shall be assessed instead of a misconduct penalty. A coach after receiving a bench minor would receive a game misconduct penalty if the action continues. A referee is not required to assess a bench minor penalty under this rule before assessing a game misconduct penalty.
- If the referee is unable to identify the person responsible for the use of obscene, profane or abusive language, a bench minor penalty shall be assessed to the offending team.
- A misconduct penalty shall be assessed to any player who does not proceed directly to the penalty bench when he has been penalized. Where the penalized player causes any delay by returning for their equipment, the misconduct penalty shall apply. The equipment shall be delivered to the penalty bench by a player of his team that is on the floor at the time.
- A misconduct penalty shall be assessed to any player who, after one warning by the referee, persists in any course of conduct (including threatening and abusive language or gestures or similar actions) designed to incite an opponent into incurring a penalty.
- A misconduct penalty shall be assessed to any player or players who, except for taking his position on the penalty bench, enters or remain in the referee's crease while the referee is reporting to or consulting with any game official.
- A bench minor penalty shall be assessed to a team where any player or coach on the bench protests an official ruling through verbal or physical gestures that may be considered disrespectful in any way, or who bangs the boards or floor with a stick or any other object in protest of the ruling. When the penalty is assessed against a player on the penalty bench, another player from the floor must serve the bench minor penalty.
- When the player on the floor commits the infraction described in (h), the unsportsmanlike conduct penalty shall be assessed.
- In the youth division, any swearing made towards someone (player, coach, referee) will result in a two-minute minor penalty. If repeated in the same game, a 10-minute misconduct penalty or Game misconduct can be assessed.
SECTION 6 - TOURNAMENT RULES
Standing rankings and how Tie breakers work:
- The team with the most wins
- Head to Head record
- The team with the least “goals against”
- The goal differential between the tied team
- Team with lease amount of penalties

Section 6.1
5 on 5 Tournament
- The tournament is 5 on 5 (5 runners and a Goalie). Maximum roster size is 15 players & 2 Goalies.
- The games are 3 ten-minute stop time periods.
- No time outs for round robin games, one time out for an elimination game
- Round robins games (no overtime or shootout, remains a tie)
- A tie in quarter finals and semifinals will result in 5 minute 3on3 overtime and then 3 man shootout.
- In a shootout, you must go through your entire roster before a player can shoot twice.
- Championship games will be continuous overtime see [Section 2.3]

- Zero body checking is permitted
- Automatic ejection from the tournament for fighting
- Players can only play on 1 team in the same division
- Every player on your roster has to play at least 1 round robin game to be eligible for elimination games.
- Delay of game with 2 minutes or less left in the game is a penalty shot
- Sliding is permitted following the [Section 5.17 Sliding rule]
- Hightsticking will follow the [Section 5.10 High Sticking Rule]

Quick Guide
- 4on4 - 12 plus Goalie

Player Ratings
- You will find the rating of players at BHI Tournaments - Ratings
- Any player that plays in two divisions in the same tournament will be rated at the higher division despite the current online rating.
- Players can online play in a division one below highest division
- Open - Intermediate - Rec - Barn - Shack - Players cannot jump over a division

Section 7.1 CODE OF CONDUCT
PURPOSE
- The purpose of this Code of Conduct is to ensure a safe, respectful, and competitive environment for all participants. All players, coaches, officials, staff, and spectators are expected to uphold the values of sportsmanship, integrity, and respect.

PLAYER CONDUCT
- Players must:

- Represent the league and their team positively

- All participants must:
- Represent the league respectfully online and in public
- Avoid posting harmful, offensive, or inappropriate content
- Refrain from harassment or bullying
DISCIPLINARY ACTIONS
- Violations may result in:
- Verbal or written warnings
- Game misconducts or suspensions
- Fines or team penalties
- Expulsion from the league
- All disciplinary decisions are made by league officials and are final.
REPORTING VIOLATIONS
- Violations should be reported to league officials promptly. Reports will be reviewed and handled confidentially where appropriate.
AGREEMENT
- By participating, all individuals agree to abide by this Code of Conduct and accept any disciplinary actions resulting from violations.

Suspensions
ALL SUSPENSIONS, 5-MINUTE MAJORS AND MISCONDUCTS WILL BE REVIEWED BY BHI MANAGEMENT AND ARE SUBJECT TO CHANGE
- In the event of a suspension, management may impose fines at their discretion. BHI Management reserves the right to require full payment before reactivation to a roster following a suspension.
- BHI holds the right to increase suspensions for players who receive recurring penalties
